NSF announced today that the USAP contract was awarded to:

43 firms or individuals requested copies of the solicitation.  Five proposals 
were submitted, three of which (including ASA) were considered to be in the 
competitive range.

The contract start date is 1 April 2000 although I imagine they're gearing up 
now for their phase-in.
